Abuse Hotline Design

      As part of the Governor’s “Keeping Children Safe and Families Healthy 2.0” initiative, HZA was hired in 2013 to help determine the design, technology, capacity, workflow, staffing, and cost aspects of a centralized hotline for the reporting of child abuse and neglect. HZA assisted the Division of Child Welfare in determining the design, technology, capacity, workflow, staffing, and cost aspects of a centralized hotline for the reporting of child abuse and neglect. HZA provided Colorado with an implementation plan at the conclusion of the assessment which identified where technologies currently exist to accommodate a statewide child abuse and neglect routing system, where newer or expanded technologies were needed, what the reporting capabilities of the system needed to include, what type of help desk support was needed and the types of training needed, among other factors. HZA drafted the Request for Proposal which was used to solicit proposals from vendors to design and implement a statewide system, which is currently in use.

      Automated Random Moment and Reporting System (ARMARS©)

      Operating from 2013 to the present, HZA’s Automated Random Moment and Reporting System (ARMARS©) provides a comprehensive, web-based vehicle for public agencies to measure how staff spend their time. ARMARS can be used on a single occasion to analyze workloads or on an ongoing basis for federal claiming, as for Title IV-E. The system:   generates quarterly samples, auto-generates survey email requests, monitors responses and auto-sends follow-up requests, calculates percentages of claimable activities and generates reports to use for claiming.   In 2015 the project was expanded to encompass the Department of Health Care Policy and Financing staff. Survey results are used to distribute administrative costs among the Medicaid and CHP+ programs and allow HCPF to determine the appropriate federal funding match rate available. Throughout the course of this project, HZA has relied on a variety of software, including .NET 4.5, MVC4, EntityFramework6, IIS7.5, SQLServer2012, Windows Services API, HTML, Excel, JavaScript, AJAX, jQuery, and Google Maps API.
